JOB DESCRIPTION
SUMMARY
Coordinate compliance activities and track adherence to all permit limits and environmental regulations for 120+ municipal utility districts.
RESPONSIBILITIES
• Monitor and maintain all compliance schedules, permit limits, and regulatory deadlines.
• Prepare, review, and submit required state, federal, and local environmental reports (air, water, biosolids).
• Perform wastewater discharge and emissions calculations; review new or revised regulations for applicability.
• Coordinate sampling events, laboratory testing, and pretreatment inspections; maintain records and compile data for regulatory agencies.
• Develop and update compliance standard operating procedures (SOPs), manuals, and training materials.
• Review Applications to Discharge, evaluate influent changes for permit acceptance, and draft Notices of Violation (NOV) for noncompliance.
• Advise management, Area Managers, and staff on compliance matters; communicate regulatory requirements and compliance status.
• Serve as liaison with TCEQ, EPA, and other agencies; respond to inquiries and inspections.
• Track permit expirations, prepare/support permit renewals, and alert relevant stakeholders.
• Represent the company at regulatory meetings, advisory committees, conferences, and other compliance-related events.
• Respond to urgent situations as needed.
RESPONSIBILITIES
KNOWLEDGE, SKILLS & ABILITIES
• Experience with wastewater treatment operations (activated sludge, SBR, membrane processes).
• Strong knowledge of state/federal environmental regulations for water and biosolid waste (TCEQ, EPA).
• Understanding of safe wastewater operations, basic chemistry, and laboratory QA/QC procedures.
• Proficiency in compliance calculations, data management, and relevant software (CDX, NetDMR, STEERS).
• Ability to write clear reports, instructions, and training materials.
• Effective oral communication and presentation skills
• Supervisory and/or leadership experience preferred.
• Skilled in operating standard office equipment and software.
• Valid Class “C” Texas Driver’s License and safe vehicle/equipment operation.
EDUCATION AND EXPERIENCE
• Minimum five (5) years of environmental regulations and compliance experience in water/wastewater treatment.
• Bachelor’s degree in engineering, chemistry, biology, environmental science, or related field preferred (not required).
• Laboratory analysis and QA/QC experience desirable.
PHYSICAL AND ENVIRONMENTAL REQUIREMENTS
• Sit, stand, and walk for extended periods; occasionally kneel, crouch, climb stairs/ladders, twist upper body.
• Lift and transport two-and-a-half-gallon sample jugs and other items weighing up to 40 lbs.
• Work indoors and outdoors in extreme heat, cold, and varying weather conditions.
• Perform duties in an industrial setting with tight deadlines.

PAY RATE
Depends upon experience.
